You'll likely end up needing to fill four roles for your repair:
1. A geotechnical engineer. This person's role is to analyze the soil around/underneath your house to see what's causing the foundation to crack/sink/erosion due to drainage problems/etc.
2. A structural engineer. These folks do the static load analysis to determine how to repair the foundation and keep your house from falling down (aka: make sure the repair is structurally sound). They'll own the plan for what repair is to be applied.
3. Someone to underpin your foundation. If it's sinking, it'll need to be underpinned. This is a really common problem here in the Pacific NW due to the rainfall. Pins are approx $1,500 each, give or take.
4. Someone to repair the concrete and reinforce with rebar.
