Sidewalk and alley work?

Our Alley connects to a city street where it also acts as a sidewalk. For many years now the trees roots have totally destroyed it. The city will only patch it up with asphalt which is a bandaid at best.

Does anyone know of a good sidewalk and concrete company that will know how to work with the city to secure necessary permits to do the work?
