I got my first few tattoos at Seattle Tattoo emporium. They have been around for EVER and I think they have folx who do that but if not, they could definitely point you in the right direction!
Oh yes! Slave to the Needle in Ballard neighborhood of Seattle or Idolize Tattoo in Renton on the eastside of Seattle. That's where the majority of mine are from and I've been very impressed
