After lots of research, we decided to get my daughter the Columbia Girl's Bugaboo Ski Jacket! Love that is has a fleece layer that can zip out. It is windproof, waterproof, and has the Outgrow system which lets you extend the legs and sleeves so they don't outgrow the coat so fast.
