Financial advice: WA state Guaranteed Education Tuition (GET)

Hi All,
We contributed to the WA state GET program and when paying for 1 of my daughter's 1st semester at college, we learned that our contributions are worth more than the pay-out amount. GET is advising us to cash out our funds for both daughters. Looking for someone that can help us determine options of moving the funds, and if there's any recourse we may pursue for not having the "guaranteed education tuition" we expected. :(
